The Gillard Labor Government has commissioned an open, extensive feasibility study to determine the economic benefits and financial viability of a new multi-billion dollar high speed rail network connecting the cities along Australia's east coast.

As a first step, I am today releasing the Terms of Reference which will guide this $20 million feasibility study - see attachment.

In the coming weeks my Department will call for tenders to undertake specialist tasks such geotechnical investigations as well as financial and economic modelling.

The feasibility study will build on previous work by determining the optimum alignment of a high speed rail network after taking into account the needs of potential users as well as possible engineering, planning and environmental challenges.

As well as determining the route alignment, the feasibility study will provide information which will help guide future public and private investment decisions, including likely demand and an estimated construction cost.

Draft Changes for Brisbane City Council's Northern Link Tunnel

A proposal to alter road connections and tunnel alignments for Brisbane City Council’s (BCC) Northern Link Road Tunnel (NLRT) has today been released for public consultation.

Minister for Infrastructure and Planning Stirling Hinchliffe said the public comment period on the council project would start tomorrow and seek feedback on proposed changes to the design and alignment of the underground toll roads.

The BCC project will construct two adjacent underground toll roads linking the Centenrary Motorway adjacent to the Botanic Gardens at Mt Coot-tha in Toowong with the Inner City Bypass (ICB) at Kelvin Grove.

The project is due to start construction later this year.

“On 25 October 2010, the project’s proponent, Brisbane City Council (BCC) wrote to the Coordinator-General requesting a number of changes to the project,” Mr Hinchliffe said.

“This followed BCC’s announcement in September that Transcitylink Consortium had been chosen as the successful contractor for the design, construction and operation of the project.

“Transcity has recommended different designs and project delivery methods from those assessed as part of the environmental impact statement (EIS) process.

NSW Minister for Roads, David Borger, today said the RTA and Hills Motorway Ltd have signed the contract for the delivery of the M2 Motorway widening project.

"This is great news for the 120,000 people who used the M2 every weekday," Mr Borger said.

"The widened M2 will mean an increased capacity and improved traffic flow for motorists and buses. Once the work is complete, motorists can expect improved travel times.

"The upgrade will provide around 18 km of new traffic lanes.

"Work will start on the project before the end of 2010, and is expected to take two years to complete.

"This project will generate around 800 construction and engineering jobs as well as 2,400 indirect jobs during the life of the project.

"Access from the Sydney Orbital to Windsor Road and Macquarie Park will be greatly improved by the introduction of new ramps.

Seaford Rail extension on track

The consortium which will design and build the Seaford Rail Extension has been selected, clearing the way for major work to begin later this year.

Federal Infrastructure and Transport Minister Anthony Albanese and State Transport Minister Patrick Conlon said the contract had been awarded to Thiess MacDow Joint Venture comprising Thiess and McConnell Dowell.

A key feature of the major development will be the construction of the 1.2km Onkaparinga Valley Bridge – which will be longer than the iconic Sydney Harbour Bridge. The bridge has a design life of 150 years.

The construction of the rail line and sleepers will consist of enough steel to build 30 Boeing 747s, while 11ha of vegetation will be planted along the corridor.

"The Gillard and Rann Labor governments are working together to deliver this important rail line and provide the residents of the City’s rapidly growing southern suburbs with access to new public transport services," said Mr Albanese.

The $2.25 billion M80 Ring Road Upgrade has reached another milestone, with the contract awarded to Leighton Contractors for the next section of works between the Western Highway and Furlong Road in St Albans.

Federal Minister for Infrastructure and Transport Anthony Albanese and Victorian Minister for Roads and Ports Tim Pallas announced the new contract award today.

“The contract to widen the road between Western Highway and Furlong Road is part of the second major section of the Ring Road to be upgraded, complementing the work recently started between Furlong Road and Sunshine Avenue, and continuing between Calder Freeway and Sydney Road,” said Mr Albanese.

“Once completed, these upgrades will deliver safer, less congested driving conditions for the more than 140,000 motorists and truck drivers which use the M80 every day.

“The Gillard Labor Government has a plan to move Melbourne forward, one which recognises that the task of renewing and expanding its transport infrastructure requires a partnership between all levels of government.”

Construction companies interested in upgrading the Bruce Highway through Cairns' southern suburbs are encouraged to submit their best bids under the tender process which opens on 3 November and will be managed by the Queensland Government.

Federal Infrastructure and Transport Minister Anthony Albanese said after two years of detailed planning and extensive community consultations it's now full steam ahead with delivering the first stage of the thirty year transport blueprint released in July.

"Stage One - worth some $150 million - will realign and widen the Highway between Ray Jones Drive and Sheehy Road, easing congestion and reducing travel times for the 55,000 motorists that use this section of road every day," said Mr Albanese.

"Our vision is a sustainable and vibrant Cairns underpinned by modern, well planned transport infrastructure - a city which continues to be a great place to visit and raise a family.

A new bridge over Victoria Harbour, a dedicated soccer pitch, butterfly houses and a floating concert venue are just some of the hundreds of ideas put forward by the community during the first phase of planning for the second decade of Docklands.

Launching the draft shared vision for the Second Decade of Docklands with Lord Mayor Robert Doyle, Planning Minister Justin Madden said VicUrban and the City of Melbourne would seek feedback on five specific ideas which have taken shape using feedback from the community engagement process.

“Approximately 3700 people have put forward ideas and comments through the community consultation process,” Mr Madden said.

“More than 2000 participants provided us with specific feedback about what they want to see happen in Melbourne’s Docklands over the next 10 years.
